Now more confused than ever about the step 1 page Empty Now more confused than ever about the step 1 page

I have been surfing the exchanges for a couple of hours tonight and noticed that some of the members step 1 pages have the very large "attention surfers" at the very top and some do not, mine own is one of those that doesn't.

Is the "attention surfers" heading supposed to be on all of the step 1 pages or is this something extra that these particular members have added themselves? Very confused about this at the present time.
